Building management

This is the system that turns a set of alarms into a building response. Dampers close, lifts recall, pressurisation starts, lighting comes on. Or none of it does, and the building behaves exactly as it would have with nothing installed. In almost every case the equipment was fine and the interfaces were never built.

What this system covers

HVAC and dampers
Smoke control response, damper actuation, and the interface that makes it happen from a fire signal.
Pressurisation
Stair and lobby pressurisation as a designed response with a defined trigger and a proven test.
Lift interface
Recall, hold and firefighter operation, secured at tender stage because it cannot be bought afterwards.
Lighting control and monitoring
Emergency and external lighting monitored, so a failure raises an alarm instead of a blind spot.
Environmental monitoring
Temperature, humidity and refrigerant, routed to somebody with the authority to act on them.
Plant and energy
Pumps, generators and distribution, where the building becomes expensive to run or cheap to run.

Design decisions

    Putting the meters where somebody can do somethingThe bill is eighteen per cent higher than last month. Nothing about the building changed. Press each and see what you have to work with.

    Chiller 2 has been running when the floor above it is empty. Two hours of work, not a new chiller.

    One meter for the buildingYou know the bill went up. You do not know why. Somebody walks the plant room, guesses it is the chillers, and calls the AMC vendor. Who bills for a visit and finds nothing wrong.

    Metered per systemThe chillers are sixty-two per cent of the bill and they are the only thing that moved. Now it is one question with one answer, instead of a plant room walk and a vendor visit.

    A meter that nobody can act on is a meter that costs money and saves none. The question is never how much the building used. It is which part of it, and compared to what.

    Nobody decidedEverything stops, because everything was waiting to be told what to do. A building that shuts down when one controller fails was not designed that way. It just turned out that way.

    Decided at designThe air handling and the car park exhaust carry on by themselves, because somebody wrote down what they should do with nobody telling them. The chillers and the lobby fans wait, and that was a decision too.

    Points onlyEvery one of those four hundred points is working. The screen is full of numbers and all of them are correct. Nothing in the building does anything about any of it unless a person notices and presses something.

    Sequences writtenThe same four hundred points. Now some of them are wired to a decision, so the building steps down at six, starts the car park fans when it needs to, and leaves the terrace lights off in daylight. Without anybody watching a screen.

    Cause and effect tested with the fire system, witnessed and recordedNot certified on paper. Each interlock exercised, with the result written against the line.

    Open protocols specified, and the exit cost checkedBACnet, Modbus or equivalent, with the licence, tool and support position understood at specification rather than when you first need to extend it.

    Every interface named with an ownerThe fire panel, the lifts, the generator, the electrical panels. Each written into a scope so no interface can be assumed to sit in somebody else's package.

    Graphics designed for the person on shiftNot a schematic of the plant, but the small number of things somebody can act on. A screen with everything on it is a screen nobody reads.

    The life-safety interfaces specified first, not lastDamper closure, pressurisation and smoke control are the reason this system exists on the day it matters. They are designed with the fire strategy, before any energy sequence is written.
  6. Every one of these is decided before the building opens, and nobody feels any of them until something goes wrong.

Firefighter lift provisions under NBC 2016 Part 8 Section 5 and IS 14665 Part 4. Recall to the fire-access level, manual control, separate power supply, and operable under smoke conditions: a lift that has never been tested against a fire signal has not been commissioned, whatever the handover certificate says. Required above the height threshold set by NBC and the applicable state rules, which differ by occupancy.
